[VFX ] How make this effect and what is it named ?

Hello to Everybody,
I'd like to know if is there a specific name for VFX technic for which there are thing in normal motion but at the same time other things, like cars, people, etc..., moving in fast motion or in slow motion. All, naturally, in the same shoot.

See, for ex. "Requem for a dream", in scene where the main character Mama's, totally crazed, is going down the street to TV Studio...

How make this effect and what is it named ?

If I don't get you wrong, all you have to do is 2 shots.
You have to have a motion control system. First pass will be your realtime action. Second pass will be timelapse shot, with exactly same movement, but many many times slower. I would suggest a MiLo if you want to have a precise camera movement.
Then you will roto first pass for composite, or you might need some green screen work. Depending on your angle... If you see feeet, then I would suggest going the "roto" way.
