fall off for splines in after effects
what is the alternative to d-poly in fusion and falloff in nuke for spline's in after effects

AE does not have the ability to adjust fall off in specific areas of your spline. You can only use a global "feather" on the entire spline. That Would be something very useful to implement into AE.
I have to create 2 splines if I need to have specific fall off in one area.
