yes it is possible, but different than the one AfterEffetcs (for example).
In the setup-menu (where you adjust motionblur etc..) turn on depth of field. With that activated use the samples-box (directly under the motionblurbox) and the softness (next to the depth-of-field button).
You should turn on physical camera to see the blur ranges in the camera menu. To get a big depth of field you should get your camera nearer to your point of interest. You should also be aware of motion path if you are going to create a camera effect.
