Oz Business Rates Prices & Financing

I know this is a touchy subject, industry prices and anything else but I need to know how to find out this information somehow.

1.) I’m starting a small business company up within the next couple of months. The information I need relates to the digital aspect of my small business. Essentially I need to know how much I should charge for jobs relating to all aspects in 3D animation and compositing. I may also be doing some graphic design as well. I don’t want to over-charge nor be under-paid for my work. Does anyone here have ideas or know of places that can help me out here?

2). Im taking up a course next month to help me establish this business. But what the course providers need to know on the application is an estimate price at how much it will cost. I’ve worked that out and say for example I need roughly $115,000, I will have all I’ll need to establish a firm business. Question is: for someone who really doesn’t have much money to their name, is their a funding body, financial assistance kind of help somewhere here in Australia?
